2022 3-Hour Summer Webinar | In-Depth Scoping Requirements for Accessible Housing
PRESENTATION OVERVIEW:
This course provides an overview of the scoping provisions in HUD Section 504, Fair Housing Accessibility Guidelines, 2010 ADAS, and California Building Code, Chapters 11A and 11B for accessible housing. Successful interpretation of the applicable guidelines, standards, and building codes is key to achieving access compliance for your project. Real-world examples will follow a ninety-minute presentation with sufficient time allotted for Q & A.

- Correlate regulations' applicability based on funding source and housing programs.
- Analyze regulations' applicability based on new construction and alterations.

SPEAKERS:
Susan R. Moe, AIA, CASp
Susan Moe is a California licensed architect with 17 years experience in the private sector and 15 years experience in the public sector. While at the Division of the State Architect, Headquarters Office, she designed the first Certified Access Specialist open book exam and designed and delivered DSA Academy four-day training sessions throughout California related to the application of access codes and regulations. Susan has been involved in rulemaking at DSA for the California Building Code, Chapter 11B, the primary effort was on housing regulations. She retired from the Division of the State Architect in July of 2021 and established her own company Access Compliance Consulting.
Bill Hecker, AIA
Bill Hecker, AIA, is an architect and accessibility consultant at Hecker Design, LLC, Birmingham, AL. He has been involved in numerous landmark lawsuits related to the Fair Housing Act, ADA hotel requirements, movie theaters, and curb ramp transition plans. Since 1994 he has been an expert witness for the Department of Justice (DOJ) on the ADA and for nearly a decade as an FHA expert witness for the DOJ's Housing & Civil Enforcement Section.
Stoyan Bumbalov, CASp
Stoyan Bumbalov has 18 years of experience developing, interpreting, and enforcing building standards in California and Europe. He has designed and delivered various training sessions throughout California related to housing accessibility, emergency housing, alternative housing (Accessory Dwelling Units, Factory-Built Housing, Manufactured Homes, Special-Occupancy Parks), EV Charging, etc. While at Housing and Community Development, Stoyan was responsible for developing and adopting the California building codes related to residential occupancies, including Chapter 11A. He is a subject matter expert on housing accessibility.
