Today, the Justice Department filed a complaint alleging that the State of Utah, including the Utah Department of Corrections (UDOC) violated the Americans with Disabilities Act (ADA) by discriminating against an incarcerated transgender woman based on her disability, gender dysphoria. The department’s investigation found that UDOC failed to provide the complainant with equal access to health care services and failed to make reasonable modifications to its policies and practices that were necessary to treat her gender identity.
